Is PAT testing a legal requirement for landlords?

Let us start with the elephant in the room. PAT testing is not a legal requirement for landlords or rental properties.


Landlords have an obligaton to ensure the electrical appliances they provide are safe for use. Appliances include everything from fridges, freezers, cookers, kettles, toasters etc.


So the requirement only applies to electrical appliances the landlord provides to the tenants.


The obligation to make sure appliances are safe for use generally puts an onus on the landlord to demonstrate their electrical appliances are safe. PAT testing is a means of demonstrating those devices are safe.
